JOHN SCHILLING

As your Division 2 Councillor for two terms in 2012–2016 and 2016–2020, I am pleased to announce that I will be an Independent Candidate for Division 2 in the Cairns Regional Council (CRC) election to be held on 16 March 2024.

I am proud of the many achievements during my time as Councillor including my times serving as Acting Mayor and Deputy Mayor for CRC.

Many of you already know me through my role as a volunteer in various organisations and community groups.

Once again, I am ready to take action to ensure the community receives the support and services that is expected of your local Councillor.

John is owner/director of Mac Constructions (NQ), and was well known as the face of local home building companies such as Mac Homes, David McCoy Homes and Lander Homes.

With over 35 years of experience in the building industry and a proven track record of achievements, this demonstrates that I have the skills, knowledge and capability to fulfill the role and responsibilities in achieving the required outcomes for Division 2.

John was born in Bowen, and grew up in Sydney’s outer West. John moved to Cairns in 1979 after spending three years involved in farming and mining on the Atherton Tableland. John is married to Margaret and they have two adult children. John has held the position of Chair of Council’s Infrastructure Services Committee during a time when projects such as the Lake Street redevelopment, the Lake Street to Airport Drive extension, and the widening to four lanes of Aumuller Street.

There are still many projects that have been identified and are waiting to be implemented. I ask for your support to complete these projects which will benefit the whole community.

IN THE PIPELINE

A New Pool for
Sugarworld

The Edmonton Pool at Sugarworld Adventure Park had funding approved to the value of $12 million and the allocated funding was removed from the CRC budget. However, I will work on putting the installation of the Edmonton Pool back into the latest funding cycle.

The new pool complex will feature a 25 x 25m “short course” lap pool, with disability access and a smaller program pool, suitable for Learn to Swim classes and rehabilitation programs.

Extensive community and stakeholder consultation was undertaken. Results from this were used to develop the master plan. The master plan was proposed to be implemented over several years through a three staged plan. If I am successful at the election in March 2024, I will endeavour to implement in full the three stages of the original approved plan, that are outlined as follows:

Stage 1.

  • 25m swimming pool with associated amenities;
  • Entry plaza and entry structure/informative signage;
  • New shared entry building for water-slide park and pool;
  • Expanded car park, associated lighting and entry gate; and
  • New service access from the Coles supermarket side.
  • Stage 2

  • Refurbish community/events building;
  • New interpretive signs, cultural trail, way finding signs;
  • Relocate community garden internally;
  • New pathway and gate to Walker Road;
  • Relocate maintenance shed internally to eastern side; and
  • Pathways, lighting and landscaping.
  • Stage 3

  • Adventure Play Stage 1 and 2;
  • New picnic tables and seats;
  • Second car park extension;
  • Signage and way finding for new elements; and
  • Landscaping.
  • Tom Murray Park
    Improve facilities for youth and women’s participation

    When I was the Division 2 Councillor in 2020 I organised for Tom Murray Park, Bentley Park to be upgraded to 40 car parks with public amenities and installed storage facilities. If elected I will continue to consult with community stakeholders including not-for-profit organisations to improve facilities for youth and women’s participation at Tom Murray Park, Bentley Park.

    Continuing my support for the Cairns AFL I would likie to get Cairns Regional Council backing for the CAFL to convert the under-utilised Tom Murray Park into a new football and recreation reserve for the local community. The aim of the project is to repurpose the current park into a playing and training field for women’s and junior AFL activity, while maintaining a general purpose open space reserve to attract community leisure activities.

    Why is this so important?

  • Total AFL participation in the Cairns region has shown significant growth since 2014, growing by 45%, with female participation up by 234%.
  • Club / Auskick participation has shown substantial growth since 2014, with male and female participation growing by 30% and 95% respectively.
  • The percentage growth in male participation is the highest of any region. Junior and senior age cohorts have also grown significantly, increasing by 51% and 26% respectively.
  • The junior penetration rate of 5.4% indicates a healthy engagement in junior programs and competitions, and supports conversion of junior participants into competition.

  • White Rock
    Recreation Precinct

    Tiffany Street White Rock Sports Ground and Community Centre: Negotiations with White Rock School and the Education Dept. for tenure over land adjacent to Tiffany St began in 2013 and a 30 plus 30 year lease was finalised in 2017.

    Since that time Councillor Zeiger (Division 3) and I have worked on plans and funding for a sports facility with a rectangular field, tennis court, volley ball, netball/basketball and associated Community centre with meeting rooms, auditorium and kitchen facilities, storage toilets and change rooms.

    The latest update from Cairns City Council was issued in September 2023, and if elected as Councillor for Division 2 again, I will strive to implement every element

  • Council has endorsed making a joint submission with White Rock State School to secure funding for the development of a community sports oval.
  • Funding of up to $5 million is available through the Queensland Department of Education’s Go for Gold Fund, which was established to encourage greater physical activity and sport participation in schools.
  • In 2017, Council commissioned a study to develop a greater understanding of the White Rock community’s recreation needs and desires. The study identified a lack of access to local parks and nearby play areas, a low level of investment with low quality open spaces, a high youth population with limited recreational opportunities, and no public sporting fields.
  • If the funding submission is successful, Council proposes to construct sporting facilities on a portion of unimproved land on the White Rock State School grounds.
  • Community and Cultural Heritage:

  • Development of sporting infrastructure is supported by the Council White Rock Community, Sport and Multicultural Precinct Master Plan with improved recreational and community infrastructure enabling greater access by a wider cross section of the community.
  • White Rock is a culturally diverse suburb with over 10 different nationalities represented. It is noted that 16.9% of the local population identifies as Indigenous compared to 4.8% in Queensland and 2.8% nationally (ABS, 2016)

  • South Cairns
    Gymnastics Expansion

    Founded in the 1980s, South Cairns Gymnastics has been experiencing exponential growth in the last decade, and with over 400 members back in early 2023, they had well and truly outgrown their space

    So far, South Cairns Gymnastics has received funding from:

  • Federal government through the Northern Australia Development Program (NADP) grants ($978,700)

  • Another round of funding from Cairns Regional Council ($911,312) for the building’s expansion.
  • Having delivered the funding for the expansion of South Cairns Gymnastics, it is now a good time to commence work on a review of the access from Hardy Road at Robert Road by configuring the lights to create a safer entry and exit..

    Review the planning project for the road connection from Walker Road, Edmonton to Mt Peter Road, Edmonton.

    Currently the plan is as follows.


  • The works will be undertaken in two stages with timing dependent on growth rates within the area in the coming two to three years.
  • Ultimately the road link between Wiseman Road and Stoney Creek, in accordance with Council’s Ultimate Road Hierarchy, will be a 4-lane median divided road consisting of Walker Rd, Chay Rd and Mt Peter Rd. This final form will be well into the future and again dependent on the population growth in the local area.
  • The first stage of the works will involve the construction of half of the future carriageway, i.e., two lanes only, with a single road lane on each side of a central median. This stage includes the construction of approximately 450m of new road south of the existing Wiseman Rd intersection along with new road and rail bridges across McKinnons Creek and the upgrade of approximately 500m of existing road on Chay Rd and Mt Peter Rd. This stage will also include cycle lanes, lighting and a pedestrian link path.
  • Wiseman Rd/Walker Rd will be upgraded to a signalised intersection as part of Stage 1 while the Chay Rd/Mt Peter Rd intersection will be upgraded, but not signalised.
  • The cane railway, owned and operated by Mulgrave Mill, currently sits within the future road corridor and during Stage 1 the cane rail will be realigned to the western side of the corridor from Wiseman Rd to Plantation Rd. A new Walker Rd rail crossing will be incorporated with the traffic signalling just south of the Wiseman Rd intersection upgrade.
  • Survey work is currently being undertaken along the corridor for a proposed retaining wall that may be required as part of Stage 1 and flyers requesting access to selected properties have been recently issued.

    Complete the cycling connection from Gordonvale to Palm Cove.

    Cairns Southern Access Cycleway will join with the cycleway under construction as part of the Edmonton to Gordonvale project to become the Luke Azzopardi Cycleway.

  • The Luke Azzopardi Cycleway when completed will extend from Riverstone Road, Gordonvale to Ruth Street, Woree.
  • Mr Azzopardi was a Gordonvale resident who was well-respected and made significant contributions to sport and the community.
  • The new cycleway provides safer connections to several schools, businesses and shopping precincts south of Cairns.
  • This project will bring important benefits to bicycle riders and the active transport community in the Cairns region.
  • >The Cairns Southern Access Cycleway will connect to new cycleways built or already constructed as part of the Bruce Highway, Cairns Southern Access Corridor (Stage 3), Edmonton to Gordonvale and (Stage 4), Kate Street to Aumuller Street projects. Once all 3 projects are completed, 20km of direct cycleway will connect Gordonvale to the Cairns CBD.
  • The Cairns Southern Access Cycleway will provide an essential missing link connecting the southern suburbs to the city. This important infrastructure provides a dedicated and safe link for all bike riders including school children between Edmonton, Mount Sheridan, White Rock and Woree.
  • Continue with discussions with CRC officers on the long overdue upgrading of Edmonton Library.

    Cairns Libraries attract over 930,000 visits per annum across the eight facilities: Babinda, Gordonvale, Edmonton, Earlville, Manunda, Cairns City, Stratford and Smithfield. It is integral that there are strategic goals and strategies in place to ensure Cairns Libraries are equipped to manage economic and community growth, changes in information technology and to continue to develop social cohesion

    Back in 2020 when I was the councillor for Division 2 we identified an excellent site in Sugarworld Gardens, close to both Isabella and Hambledon Schools. It also has a high density of homes around the location- making access easy


  • STRATEGIC GOAL: BUILD A NEW EDMONTON LIBRARY IN THE MOUNT PETER TO MOUNT SHERIDAN CATCHMENT AREA.

  • Strategic land review of catchment area to identified preferred location.
  • Suitable site identified and approval to proceed to secure land granted.
  • Preferred site satisfies requisite criteria, for example:
  • Min land requirement 2000m 2 (1,500m2 GFA) + land allocation for parking.
  • Total land requirement 5,000m2 ; Location (central to catchment, co-located with other similar uses);
  • Engage with Cairns Go-karting, cycling (criterium track), motorbike riders while and also incorporating driver training facility at Thompson Road, Edmonton..

    For many years professional driving instructors have been calling for professional facilities to aid in the training of young drivers. With the current high levels of deaths on Queensland roads the incorporation of a driver training facility needs to be seriously considered.

    Calling for expression of interests from community groups to help with the reactivation of Fuller Park, Edmonton make full use of the field and the facilities.

  • Since the move by Mulgrave Cricket to the new facility at Walker Road there has been an underutlisation at Fuller Park Edmonton.

  • It is in the interest of the community to have surveillance and activity in our parks to deter anti-social behaviour.

    Established Thomson Road Edmonton on approx. 40 hectare site purchased by CRC, now includes storage facilities for Cairns Museum exhibits with the Men’s Shed members taking on restoration duties in a win/win community partnership. Having been a foundation member of the Edmonton Men’s Shed a recent visit showed me just how far they’ve come. Hard work, numerous grant applications and support from CRC have certainly paid off. The Men’s Shed now works closely with the Cairns Museum at the Cairns School of Arts building in Shields St maintaining and restoring exhibits stored in the purpose built shed nearby.

    Provision of Walking/Cycling Pathways: Approximately 4 Kilometres of new walking/cycling pathways have been delivered in Div. 2 including Mount Peter Rd to Graham St, Golden Grove Dr to Idalia St, through Todd Pk to Meteor St, Idalia St along the creek to Hardy Rd, Hardy Rd to Robert Rd, Adonis St/Meteor St connection to Todd Pk, from St Therese’s Robert Rd to Templar Cr, Hambledon Dr to Hartill St, Trafalgar Rd to Barnard Dr, connecting community from Mount Sheridan to Edmonton. Golden Grove Dr closes the loop connecting Idalia St, Hardy Rd and Robert Rd. allowing people to walk or cycle off rode almost all the way from one end of Div 2 to the other. In addition to the footpath on the Western arm of Golden Grove Dr the Eastern side has been the beneficiary of speed reduction devices as you turn left out of Idalia St heading South to Robert Rd. These safety measures appear to have stopped the damage being caused to properties on the left and right side of the road when drivers lost control due to excess speed. Keeping People Safe and Connecting Community. Works are ongoing with more paths planned in coming years.

    CRC assumed responsibility from the Qld State Govt. for land on Thomson Road and provided $100,000 in funding, surplus fill was sourced (free of charge) from a development in Gordonvale and with support from club sponsors $300,000 worth of work was carried out to redesign and rebuild the track.

    Right in the heart of Edmonton Fuller Park has been home to many sports and community groups over the years. With the Edmonton Cenotaph it plays a big part every ANZAC Day. Down the back there are BMX jumps and a bituminous bump track for many 2 wheeled sports and a great kids play facility, (yes the shade sail is on it’s way). There are 2 enclosed dog off leash areas, one for bigger dogs and one for smaller dogs and a recently resurfaced basketball court. The Park Master Plan shows 2 full sized rectangular fields and CRC is engaged with several proposed user groups. Watch this space.

    MILL ROAD UPGRADE - EDMONTON

    Looking east from the Hambledon State School roundabout shows the ongoing Mill Road upgrade and the new pathway connecting Hambledon Drive to Hartill St. The road widening with passing lanes, better lighting, improved safety and a new pedestrian crossing, further connecting our community. This new pathway from Hambledon Dr along Mill Rd to Hartill St Is making it a whole lot easier and safer for walkers and cyclists to get around. Connecting our Community for the better.

    Bicentennial Road - BENTLEY PARK

    Council has been busy on Bicentennial Road, improving the safety at the northern end with traffic lights and turning lanes at the Robert Road intersection. Final road works will be completed in the new year and Ergon will finally turn on the power to complete the project.  At the southern end, users have noticed signage and bauxite resurfacing to the road to increase tyre adhesion at what has been a tricky curve in the wet, and the repositioning, for safety, of the existing bus stop. The lights are on and the traffic is flowing at the intersection of Bicentennial and Robert Rd. Well worth the wait, a great outcome for daily users. Improving Community outcomes.

    Robert Road Pathway

    The view looking south from St Therese’s has changed, with a new footpath/bikepath, continuing along Robert Rd to the top end of Templar Crescent. The community now has walking/riding connections all the way down to the Highway at Edmonton, with the soon to be completed Mill Rd upgrade.

    In the north, Todd Park path to Meteor St and up Adonis to Hardy, the linkage from Golden Grove Drive up Idalia St, along the creek to Hardy Rd, and the fill ins down to Robert Rd, have all improved connections for our local community.

    Todd Park Artworks - EDMONTON

    A couple of weeks ago, I posted some photos of Daniel Wallwork with a group of our younger citizens, planning and executing a large mural in the skate park area. Here is the final product. A job very well done. 

    Todd Park has been completely revitalised by the recent upgrade, with resurfacing and shade added to basketball court and a flying fox for those wishing to try something a little different.
